Weakness vs. Dulled Weapon
I think one costs less energy, does more, and has better recharge with many skills that give its effect. Discuss.

I dont think ritualists have access to weakness, do they? If not, then they cant really be compared as rits will use dulled weapon (or a blinding skill) and other profs can stick to using weakness.
I will go ahead and do a quick comparison. Dulled Weapon is expensive compared to most weakness skills. At the same time, weakness can be removed easier than hexes. Dulled Weapon doesnt lower attributes but at the same time, it does significantly reduce a sins damage do the the inability to crit. Overall, I would say weakness is better.

Well, Weakness not only reduces attributes by one, it reduces melee damage by 66%, which will end up being more than Dulled Weapon. Then you have to look at the huge cost of Dulled Weapon compared to the cheap and easy re-application of weakness, not to mention the skills that key off the condition, like Body Blow.
I suppose you can look at it like the difference between Shielding Hands and Protective Spirit. In the early game, Shielding hands wins easily, because enemies just don't hit hard enough for Prot Spirit to trigger, even on casters. Likewise, in the early game, the straight damage reduction of Dulled Weapon outclasses the percentage-based Weakness, but as you inch into harder areas, weakness will just shine brighter and brighter.

Noone cares about dulled weapon.
All buffing it will do is make it extremely annoying in pve.

Dulled Weapon is a hex, which means that it can't be reduced by equipment/runes (inb4 Lieutenants or PnH, nobody cares), and there's this shiny new item spell that makes it last 33% longer, reduces its cost, and can instantly recharge it.
It's still shit compared to Weakness, but that's why somebody would at least consider it I guess?

Does weakness affect +dmg from attack skills? I don't think so, but dulled weapon does. It's still mainly a sin hoser, but now it's somewhat worthwhile against other classes too.

Doesnt. The thing is pretty clear to me .
Weakness : Easy to inflict with N , reduces base weap dmg.
Dulled Weap : Deny Crit hits and reduces regular damage in a fixed amount.
Well in NM , the diff is pretty obvious , weakness wins by far because dulled weap means almost nothing. In HM its another stuff .... what you fear most of melee and ranged attackers are not its bonuses from attack skills , are they criticals. A lvl 26-30 crits a bloody hell lot and those crits HURT , even to a Shielded W those criticals hurt. Still Dulled weap recharge and energy req makes it awful imo and its ...... from communing ( urgh ).
Conclusion , Weakness > Dulled. Dulled can have some use in HM but still is an awful skill.

Dulled isnt awful. Its just not as good as weakness. Also remember that the recharge and energy are countered by the change to anguished was whatever her name is.

Well, it's sort of a temporary measure, considering the item spell has a recharge of 30 (ignoring precast, because people are too stupid nowadays to do that) and speccing two skills just to get that effect seems like a waste when you can cast enfeebling blood for 1 energy.
A slight buff to the item spell (perhaps 20-25 second recharge) might make it more viable.
